Well, I certainly do think that if you were beaten, someone should have interfered, and I am sorry that they did not. I am not sure that spreading resources thin to investigate every instance of corporal punishment is the solution, though. Perhaps, for example, the main result of the law in Sweden was to increase the budget of Child Protective Services, and they wisely focus on the most egregious instances. Then the effect would be incidental to the total ban.....
