Is ECIL the "#1 telecom stock"

mentioned in the Dow Theory Forecast advertisement? (Subscribe, it says, and you'll find out what it is). I saw ECIL somewhere being on this newsletter's buy list, but the editor is hyping a monster "sleeper" telecom, uncovered by wall st, etc. Is it ECIL? What is difference between ECIL and ECILF?
