Certainly not. Not if we look to this thread for evidence.

Only if you assume that the intelligence you speak of would result in the consequences you look for. A completely anthropomorphic and unsupportable assumption.

How would you know? There is no necessity for a " civilization" to "hit the technological age." Even if it should and should change proceed exponentially (another unsupportable assumption), why must the entire galaxy then before long become accessible? And how accessible? You really have no way of knowing, except through anthropocentric projection. That may or may not have any bearing on extraterrestrial intelligence.
