Of course.

Intel gives each retailer $175,000 for each PC in each ad for each week that it is advertised.

They give the retailer an additional $538,213 if no AMD ads appear concurrently with the Intel ad.

Further, every member of the FTC and DOJ is given an all expenses paid vacation for two to the South Pacific Island of their choice, for three weeks, including a private, chartered Boeing 777 with full crew - this is done to make sure their are no legal repercussions from the advertising kick-backs.
