Boy, that CBS Marketwatch article (which, unfortunately, is the first link in the list on YHOO) is brutal on this approval. They spin it like a total failure, which, of course, it is not.
FWIW, the Island book shows 1,100 bidding @ 16 (with more bids at lower prices), only 230 for sale at prices at 19 & 20.
CNBC just gave a much more positive spin, saying instinet trades are at 14.
