Walker was hired by Ellison around 1990 to do the Oracle applications suite and head up the apps division. He had started another company (Walker Intl) which is a nichey apps company (IBM based, I think) and he was forced out of his own company by the VCs, sort of a mini-Steve Jobs scenario. After working for him for about a year, I can see why - WHAT A NUT. However, when it came to apps vision and getting a product out the door, he was great. He did the first apps built on SQL and unlike Sap they used SQL data structures - ora apps were the first to do this. When Oracle stock hit 6$ and all those acct irregularities were uncovered (oops! as if it wasn't COMMON KNOWLEDGE haha)... Walker was fired and the new people they got for apps weren't the same.

So thats a little history. Of course you need to look at the product they have but mgmt is equally important.
