Corp. Announce Field Trials of True IP Switched
Local Voice Service Over Cable

Tests Under Way in Georgia

LOS ANGELES--(BUSINESS WIRE)--Dec. 14, 1999--Charter Communications, Inc. (Nasdaq:CHTR - news), and High
Speed Access Corp. (HSA) (Nasdaq:HSAC - news) will collaborate on testing IP telephony, the two companies announced
today at a press briefing during the Western Cable Show.

Charter and HSA will be operating ongoing DOCSIS cable modem local phone access tests including IP gateways in its first
test market in Georgia, with more markets to follow. HSA will use multiple equipment vendors and perform parallel IP
telephony tests to trial the various standard bodies and interoperability issues facing primary-line local access services. During
the trials, HSA and Charter will test telephony-enabled cable modems and add Internet access and telephony services to a
select number of homes in Georgia.

'Working with HSA on VOIP is a natural extension of our relationship,' said Steve Schumm, Executive Vice President of
Charter Communications, Inc. 'HSA is already bringing high-speed Internet services to thousands of our customers, and we
look forward to working together and delivering bundled products and services to Charter customers.'
