They are buying back because they found no better
use of their cash. Intel is not some new IPO companies
which care their share prices more than the core business.
With tons of cash coming in day after day, they have to
find a place for it. Sitting in the bank is by no means a good
idea unless they expect some really tough time ahead.

IMO, it also means that they thought the current price is
reasonable and that means more than any upgrade by
any of those investment banks. No one knows Intel's
business future better than themselve.
