My thoughts, A while back you asked my opinion. I 've found a little time to respond and after some thought ,IMO, it appears to be a Direct Public Offering, done as an INITIAL offering in the Foreign Market. It is my guess that this security was in fact offered for Resale by OIM. It is also my guess that the reselling of shares by a foreign investment firm is not required to be in the 10sb in question. So an innocent case of semantics may be what all the fuss is about!
