LOS ANGELES--(BUSINESS WIRE)--Nov. 18, 1999--The Hartcourt Companies, Inc. (OTC:HRCT - news) today announced that UAC Online Stock Trading Inc. of China and Financial Telecom Ltd. of Hong Kong (FTL) will merge into a new entity called Sinobull.com.

Also accessible by its Chinese name HuaNia.com, Sinobull.com will have the most comprehensive financial portal on the Chinese Internet in operation by January 2000. Three major American and Chinese companies have agreed in principle to be part of Sinobull.com. FTL is a 16-year old financial data bank providing real-time stock quotes and financial information on all listed companies in Hong Kong. It is also the marketing agent in Hong Kong for Standard & Poor's.
