Indeed, what is currently happening in Chechnya is digraceful.... If the British government were to apply the Russian recipe on Irish Catholics it would mean the pounding and the bombing of Belfast by British armed forces! And, when questioned by the media, the UK PM would just cold-shoulder the critics by saying that Great Britain need to secure herself against "IRA bandits" --hence the carpet-bombing of Belfast!
Yet, it's clear that the problem with Russia is that it's a country with very few options other than naked brutality to show off..... What are Russia's bargaining chips in economics, trade, or media influence? The military muscle is Russia's last card to play --even in situations where other interests are involved (Caucasian oil, Arab diplomacy [with Turkey, Iran]). But, as Gen Lebed hinted at it in an aforementioned interview, Russia's public opinion can't be fed with news like "Lukoil strikes the deal of the century with Chechnya!" That kind of frenzy for business haggling might fit the Anglo-saxon mindset but not the Russians's.
Anyway, I suspect that this whole Chechnya campaign is nearing its end: it already reached its apex when Russian troops seized the airport while carpet-pounding the city. But Putin knows that he can't go further: soon, he'll have to sit at the "haggling table", likely under some OSCE patronage. At that point, blood-addicted Moscovites will get frustrated, they'll sink into some kind of emotional backlash --against Putin.... Putin rose to the polls tiptop through the Chechnyan scheme and, likewise, the fading-out of the Chechnyan war will terminate him. He'll join the ranks of other hasbeens (Stepashin, Kyrienko, Luzhkov....)
