I have a theory how NDB operates. If you put an order to buy a stock, and they have it in their inventory at your price, then its filled. If they don't have it, they'll wait until its priced under your price, buy it from the MM, and then sell it to you at your price. If you cancel an order you will probably get executed immediately as they don't want your stock. This is all done in a special arrangement with the market makers so its legal.
