Why are the Koreans going WCDMA?

"Samsung Electronics, Hyundai Electronics Industries (HEI) and Panteck Co. are to develop commercial technology and ultimately commercialize W-CDMA (wideband-code division multiple access) mode handsets.

Korean companies have so far concentrated on developing multi-carrier mode, also known as cdma2000, which is an evolution of CDMA technology, but they have recently been turning to W-CDMA technology, which is based on GSM (global system for mobile communication) mode."

Apparently there is real money going into the Korean WCDMA development. Why? It doesn't make sense to me when they already have CDMA-1 networks readily upgradable to CDMA 2000 in place. Doesn't compute as a negotiating ploy with Q either, if Q gets the same royalties on WCDMA. Only seems reasonable if WCDMA and CDMA 2000 converge (or they think CDMA 2000 is doomed).
