You have to remember that there is no incentive for a potential licensee to act now. They have until Aug 31. The only pressure has been on the current defendents and they have been granted a delay. This allows them to continue feeling out the situation and talking to each other about how serious this is. I believe shareholders are waiting for either Aug 31 or for a serious court hearing to begin. The encouraging note is that volume has slowed considerably.
