My understanding is the investment community called Tepper to find out why the volume was 10X normal. The news came off a direct Bridge server in a brokerage house. It was not released on Reuters or Business Wire. It's nowhere to found other than the Bridge server in the brokerage houses. Although it does clarify the $12 warrants and the ISP volume discount.
