QCOM's IPR for CDMA wireless is effective for both mobile and fixed wireless. Wireless techniques in a fixed environment is much easier to manage than a mobile environment. The issue of power control and handoffs becomes increasingly difficult as you introduce wireless in a mobile environment. In short, QCOM had to write the IPR for fixed CDMA wireless to get to the IPR for mobile CDMA wireless.
