It is hard for me to imagine a child dropping toys out of a window on pedestrians for more than one or two seconds before ANY sensible parent removed the child firmly from the opportunity to do so and locked the window for good. Eric Clapton lost his child to death by falling out of a window in New York City because his mother left their window open; leaving the window open without appropriate child safety devices is in itself child endangerment, in my opinion.

As for your assertion that perhaps "there was already a sociopathological problem that a parent sought to discourage by extreme means, having tried others", a good parent would make sure that the child had a thorough physical and psychological evaluation to try to find out what the problem was, and learn constructive nonviolent ways to control the child. I can think of little more damaging than hitting a child who already has problems.
