Bob, Russia didn't pay when HDI sent holos earlier this year. The holos sent were for vodka bottles, right?

Kevin said that there are two scenarios in which HDI could get paid for those already-sent holos:

1. They could get paid any day--going back several weeks and not contingent on the Duma. This no longer looks likely.

2. They could get paid upon a positive Duma vote.

Those scenarios seem to imply that HDI sees the possibility of getting paid for holos that very well may never be used. This would suggest some sort of 'good faith' payment by Russia instead of a 'practical payment'. However, if Russia is considering making a 'good faith' payment, why haven't they simply just made it already? Why has HDI had to wait at all?

The only answer I can come up with is that it is a timing of availability of funds at Spetsznak issue. Have you and Kevin ever discussed this issue or do you have a sense about it? Thanks so much as always. Ted
