Are you able to do that because of the broker you use or the software?

FWIW, I am using MSDW ( formerly Discover Brokerage) for options trading. If you trade with them using a broker, as opposed to a web trade, they are willing to tell you the current b/a spreads in each market. This does not mean they route your order to the market offering the best execution, however. They use a "standard" MM ( always CBOE when I've traded) but if that MM isn't offering the best fill, you pay extra to get your order rerouted.
