Frank and all:

If/when "open access" become reality, I wonder who will responsible for the hook up costs. If any ISP is allowed to ride on the cable lines, is the cable co obligated to send the technician to the users home for the same price when you hook up with @HOME? Does the Cable Co charge the ISP for the service or charge the consumer direct? If @HOME is offering free hookup to the consumer, what must the cable co charge (the consumer or the ISP) if he/she decides to pay Mindspring for the cable access?

Could @HOME be left with an advantage in this area? (in Canada probably not) what about the US?
