"Friday's U.N resolution eases a $5.26 billion ceiling on the amount of oil Iraq is allowed to sell at six-month intervals. The ceiling will be lifted even if Baghdad makes good on its threat to reject the resolution."

Given the rebound in crude after the announcement, the consensus seems to be that Iraq doesn't have much excess capacity.
