What I see from the above observation is that they may be missing a business opportunity. If I'm an ISP and want my traffic to traverse another providers backbone because they are greasy fast I would expect to pay for that access.

ATHM peers with other providers because it is in their best interest. Same thing with UUNet. As I understand it UUNet wouldn't peer with ATHM for a long time. At some point ATHM became significant and UUNet allowed peering.

Why would any network provider provide transit except for profit? Do you know of a good reason that ATHM wouldn't sell transit?
