Re QCOM LEAPs, I agree with Frank that the 2002 series is the year to buy at this point, but suggest that buying as far out of the money that's currently offered is the way to go, as they'll be (marginally) less expensive and therefore you can increase leverage by purchasing more of them. This is suggested by Roth in his LEAPs book.

And remember, with QCOM, each LEAPs call bought now will be 4 LEAPs in 2000.
