Bell Atlantic just got screwed by the DC Council and they are appealing to Congress. DC has passed a measure that is disadvantageous to BEL. BEL has the lobbyists and Congress doesn't like DC right now, so it will probably work out for BEL. The Washington Post had ANOTHER feature article on PSINet in the Monday business section. Chris
