Not necessarily. Do you walk around with a sheet of notepaper? I don't. If I am taking notes, I want a hard surface on which to write: a full notebook, or one which could fit into a pocket.
I frequently clean out things, be it a purse, backpack, desk, whatever. Some things I discard immediately, some I save, some I think about, then discard. She could have found it, taken it with her, thought about it, then pitched it. It may or may not be significant. Unprovable at the moment.
