Andrew I will give you a chance to calm your horses.
My arguments are not based on anthropocentric projection at all.
The one assumption underlying them is that the laws of physics
are the same everywhere in the galaxy. So far we have very
good reason to believe that this is so, the best of which
involves spectrum measurements of matter very far away.
Technology enables itself and so, roughly speaking, its
behavior is exponential. But no one can arrive at it
by accident which means that anyone who attains a technological
civilization must have the curiosity that was required
to develop it. This basic curiosity would predispose aliens,
as it has us, towards exploration. But notice that I said that
I do not expect "many" in this galaxy. I also said that
they would be nothing like us which discounts your anthropocentric
claim.

As for the accessibility of the galaxy it is a matter of the
laws of physics again. Have you heard of time dilation?
If so what does it mean to you in the present context?
