OPEC Compliance: Who amongst OPEC has spare capacity? Only 3 members. These members (S Arabia, kuwait, uae) are traditionally the strong members. Rest of OPEC has been weakened. OPEC cheats when they have the means to cheat - when productive capacity is high. Seems as though nobody is really considering whether they have the means to cheat now - I don't think they do. gmbler
