I am not at all certain what they did. But the transaction was treated as operating cash flow. The following quote is from their 10-K:

The impact of the above transaction reduced Receivables and increased cash flows from operating activities in the Consolidated Statements of Cash Flows by $600 million.

I would really like to see the transaction spelled out step by step. Did Lucent actually receive cash for the security or did it receive second security from that entity? I believe that the entity that it transferred the security to was not an unafilliated entity (I'm going back to check that now). I need to do more digging in the 10-K.

I am less concerned with the details of this particular transaction as I am about the way Lucent finances customer sales. The heart of the matter is whether LU will burn significant cash to fund these deals, and hence require outside cash to fund its operations.
