You and I have had this discussion before... where I say what Terrence is saying, that with high pay you have less influence with respect to special interests.

I know in historical terms (Peter the Great, etc.) non-paid politicians were a disaster and completely pawns of the special interests for their livelihood.

And even today, just as an example when I was in Bolivia recently the guide told us, "our police are paid poorly... therefore they are corrupt", as a very matter-of-fact commentary on society there.

I am mystified as to why you think a no-pay beaurocracy could work. Can you give me an example of an effective no-pay legislature in recent times or historically? It must be a sophisticated government, not a startup like the USA 200 yrs ago.

(Funny how if non-salaried workers of any kind were going to work, they would work now, since so many people are exceeding their annual incomes in the equity mkts.)
