I have to disagree with you there; the growing middle class in the ex-bloc countries that are succeeding economically will be fertile ground for ISP development. And there are plenty of professionals who can afford a PC with the cheap machines coming out these days. ISP's will have explosive % growth for a few more years.

As for language differences - providing service isn't language dependent, and there are hundreds of bright young computer nerds you can hire for $500 per month to customize local pages if necessary.

EWEB was a promising $2 stock when I held it a while back (and sold too soon). But there's no way it's worth anything in double digits. Its chief value would be as a buyout target itself for a larger company trying to roll up regional ISP's.
