Of course HUD is politicized. That is exactly what Congress intended. When Democrats control Congress, HUD subsidized (Democratic) mayors. It is unfair for a Republican to expect to share in this largess. When the Republicans control the Administration, money is given to crooked developers (and an occasional Republican mayor). You will recall the crimes of the Reagan years some of which were prosecuted and convicted. You will recall that idiot football player trying to clean up the mess in HUD but not being able to find his ass with both hands. The latest HUD scandal (complete with special prosecutor) was poor Cisneros who lied about paying off his mistress. Urban development has always been about Democrats rewarding the ethnic politicians and the Republicans rewarding their crooked contributors. Much of a muchness.
