Note that I cannot keep five or six Netscape windows open under Windows 95 or Windows 98 under any circumstances, with any amount of memory. It just drops dead. Sometimes it's nice enough to tell me, sometimes not. And despite what Microsoft wants me to believe, my experience is that any "exception error" in any application crashes the whole system.

With Windows98SE and 128MB I've never reached a limit for how many browser windows I can keep open(IE 5.0 or Netscape 4.7). I've got Linux installed on the same system, but there is no driver support for the ethernet cards I have - means no internet access with Linux for me.

I would upgrade my system if I were having the problems you describe. It sounds like you are very limited in what you can do with it.
