Another seminar speaker, Mark Cooper, research director of the Consumer Federation of America, said Armstrong would be ``conducting private negotiations' in Aspen, Colo., over the Christmas holidays with Steve Case, chairman of America OnLine Inc., which has 20 million Internet subscribers in the United States. ``That's not the right way to make public policy,' Cooper claimed. Jim McCann, an AT&T spokesman, declined to confirm that such talks would take place.
