<<<<, I know that towns and people can be moved fairly inexpensively. Money talks and it won't take a lot.>>>>, not true. Several projects in Peru are stalled at the moment. A huge open pit Pb-Zn-Ag deposit near Cerro de Pasco probably won't go into production because of the surface rights.
Tambo Grande can be moved, but it will be expensive. They have to move 15,000 people and 13 primary schools, 2 colleges, Banks, telefonica de Peru, who I might add have invested themselves into the town. In addition, several generations of agricultural families and workers live and work there. Not sure mining will work there.
If you have any questions, call the town yourself. I did, this is how I do my DD. Hey I live in South America as well and know how people think.
I am not saying that it is impossible to move the town, just looking at it from an investor's point of view, not a sure bet.
