About the one drill, the company does not have to have an agreement with the community to do exploration, however when it comes to mining yes it does.

For exploration, all they need to do is to talk to the owner of the surface rights, pay him $5000 to drill the hole. After fix the disturb area. They can legally do this in a backyard. Sometimes it's the community who is the owner, in this case, the owners are individuals. Bigger problem.

About the town who have moved twice, who was it. If you are talking about Cerro de Pasco, you are misinformed. They are still having problems. The town is on the edge of the open pit. Talk about a mess.

Hope things work out. It's just not as easy as it sounds.
