Being in the DC area and experiencing both COVAD and Bell Atlantic service, I would say COVAD is far superior. My first attempt to get DSL was from Bell Atlantic, after all they had hung a flier on my door knob one day. I was told "sorry won't work" after a 10 second check by the Customer Service Department when I called to place my order.
I later tried COVAD. After placing my order, they called several times and e-mailed me to make sure we (COVAD/Bell Atlantic/Myself) would all be present for the great hookup day. Sure enough, they hooked it up and it works just fine. Too bad it took six weeks for Bell Atlantic to support. As a side note, Bell Atlantic got COVAD's order confused to the point where they sent someone out to determine the feasibility of running another line to my house. I came home to find orange spray paint lines all over my yard. Only through COVAD's persistence in dealing with them were we able to get this straightened out.
Unless the old line Bell's make some significant changes in their customer service, they are going to get their butt kicked in this area.
