Well, to make a long story short, I am in favor of eliminating non-needs based entitlements and rolling the current SS system into a super-welfare system... kind of like an FTO program. I would raise the payouts by a factor of two minimum because I think welfare is too low today to effectively allow people to get out of the homeless cycle, etc. I would provide much greater access to medical services etc. to the poor than we have today - in general, I would spend much more for this group. The elderly poor would receive the same benefits but would be exempt from any work requirements or system limitations, etc. However, if you are elderly and wealthy, you get nothing in my system, thats the difference and as such it would cost the taxpayer much less. It would be paid for as a tax, just like fica today is a tax. There would be no illusions that it is some sort of 401K program like the AARP tries to present SS today.
