Illuminet, Sprint Finalize Improved Billing & Collections Services
Agreement; New Arrangement Includes Higher Per-Message Compensation,
Signing and Participation Bonuses

OLYMPIA, Wash., Dec 27, 1999 (BUSINESS WIRE) -- Illuminet Holdings,
Inc. (Nasdaq:ILUM), the largest unaffiliated provider of SS7 network
services in the United States, announced today that it has a finalized
a new Billing and Collections Services Agreement with Sprint.

Illuminet's B&C package features approximately 40% higher per-message
compensation for telecommunications providers. The new agreement also
offers a signing bonus and participation bonuses for Illuminet B&C
customers who begin, renew or resume billing for Sprint.

"This new agreement with Sprint can be a real shot in the arm for our
B&C customers," said Cyril N. Matthews, Senior Marketing Manager for
Illuminet. "It rewards our current customers just for renewing their
contracts, and it should be a great incentive for other LECs (Local
Exchange Carriers) to sign up for our clearinghouse services."

Illuminet also has clearinghouse agreements for other major carriers,
including AT&T, MCI, EXCEL, regional 1+ carriers, and Operator Service
Providers (OSPs). Illuminet also provides payphone clearinghouse
services, including a Commission Program and Revenue Assurance Service.
