Here's the 1999 scores for all the local jurisdictions. washingtonpost.com If you compare the scores for DC (majority black) with the black scores for Fairfax, you'll see a big difference. Which suggests to me that race isn't the problem, it's the schools. Good public schools do better than bad ones. Duh.
