Tell her to look at the Channel Islands, or the Caymans.

This is not dirty money, so big deal about the govt concerns are.

Could be worth it to set up a off-shore corporation, which would then open up US based accounts for investment and business purposes.

You also may be able to structure it so that you delay or moderate taxes on any gains you derive from that off-shore corporation.
