Well, INPR provides free downloads of its various Linux tools for developers who will pay royalty fees when application software is developed and sold. It is all well explained on the company's web-site:

I'm not sure what you are saying here.
I don't mind requiring my clients to pay for a vendor product and the appropriate license needed to use the product. For example a database or an ORB required by the system I'm developing. I will not use a language product that requires a runtime license. Run time licenses are appropriate for some things like a database or CORBA services but not for language tools. If I develop a system that does not use a Borland DB or VisiBroker I wouldn't expect to pay a royalty to anyone.
