Considering that the US has the dominant supply of these megaton citybusters and the fact that most of our major adversaries will count themselves lucky to be even able to turn on their targeting systems, let alone even be able to launch them, I think Americans will likely make up a large part of that "10%"... :0)

I certainly don't see any nation suddenly opting to launch a suicide attack against the US that would create an immediate and massive counter-strike.

Better to get the US to spend uncounted Billions of dollars providing emergency relief and technological support to these nations in order for them to more quickly emerge out from the technological "8-ball" they are stuck behind.

IMO, The guy should stick to programming and stay away from trying to assess international security policy.
