Building a town complete with phone system, water, electricity etc is a piece of cake for any mining company. It's been done thousands of times all over the world, including Peru. The only problem here is the agreement has to be negotiated and signed. Telephonica de Peru is not an issue- they'll be happy to hook into a mine that has foreigners making long distance calls <g>.
