Surely you fellas aren't calling MO a buy based on its' PE. Tobacco is, at the very least, highly likely to be in severe trouble litigation wise. The food and international tobacco businesses could be taken by large enough domestic tobacco verdicts by even a 1st year law student. MO was the most widely held stock a couple years ago. Do you guys really think everyone else is wrong on such a still widely held stock? MO is most definetly not without large risk - hence the very low PE.

JCP and S are similiarly in deep doodoo as the discounters (WMT, HD, etc) are eating their lunches. This ignores the threat (and reality actually) of loss of business to the nuts who have a seemingly endless faucet of capital to burn.
