The Vancouver Sun reports in its lead business story in its
Thursday edition that Howe Street promoter Terry Alexander
has agreed to pay a record $1.2-million in penalties after
admitting he traded millions of shares of heavily-promoted
Arakis Energy through offshore accounts. Reporter David
Baines says that Mr. Alexander also agreed not to sell stock,
or act as an officer, of any British Columbia public company
for the next 20 years. The settlement was reached after B.C.
Securities Commission investigators obtained crucial trading
information from government regulators in Jersey in the
Channel Islands. It was the first time that regulators have been
able to pierce the veil of secrecy that usually surrounds such
offshore tax havens. The commission hopes this case will send
the message that people ought to be nervous about using
offshore accounts for illegal stock transactions, according to
BCSC executive director Michael Watson.
