You may still get bumped if their service is overtaxed. None of them have the cash (obviously) to upgrade to meet demand. Not only that, but as I stated on another thread, the advertising costs that are implied by a free ISP are far beyond what advertisers are willing to pay....even for a captive audience. They will not make it work efficiently.
