No brainer, the answer to the question is yes.

Well, perhaps one would need to define some terms before entering into a rational argument on this subject; in particular, I consider Linux (or any OS) to consist not only of the kernal but also of the related utilities. However, my gut instinct after 25 years of software development is that an RDBMS is a much easier chore.

OTOH, it is all a matter of degree. Some RDBMS's are more complex than some OSs, and vice versa. Perhaps this isn't a subject worthy of pursuing...
