I think that the sale of 1/3 of ORB's Canadian unit MDA to a group of Canadian investors...generates the funds to finish Orbcomm which is 50% owned by small-cap ORB and 50% owned by the large-cap Canadian company Teleglobe...See ORB builds and launches the satellites for the venture...so they are key...
