Quote delays may exist on certain thinly traded options contracts. Web, Telebroker and Voicebroker are impacted as well.

How Options Are Affected:

Options with open interest less than 100 contracts will not have updated bid/asks for the first hour the market is open.
Options with open interest less than 50 contracts will not have updated bid/asks for the entire trading day unless a trade is executed.
If an option not being quoted does trade, the trade will be reported and the option will be quoted for the remainder of the day.
How to Obtain Updated Option Quotes:
Open interest for option contracts can be found on the "Detailed Quotes" page, in the lower righthand corner.
If you require a quote on an option with open interest below 50 contracts, please call your Schwab service team or 800-435-4000.

All option quotes will be updated after Market close....."

This would seem to indicate that, among other things, new option strikes and months will have to be traded in the dark, although Schwab has often been days late in quoting new options anyway. Is this widespread yet?
