Also there is a graveyard involved this was discussed shortly after the town... Yes, both of these where used at length as a hammer by Elizabeth the Short to try to pound the stock. That charred is bringing the thing up again certainly would make one that went through the first round of BS think that he wants the stock down. Remember that the graveyard was going to be the project stopper and that there was no way in hell it would ever be moved? Then when it was pointed out that the graveyard was out of the way she moved immediately on to something else.
